Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held September 2, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Mayor, Ron Higgins; Councillor Wayne Good - Ward 1; Deputy Mayor Gerry Martin (Electronic Participation) and Councillor Vernon Hermer - Ward 2; Councillor John Inglis and Councillor Fred Fowler - Ward 3 Also Present: Corey Klatt, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Brooke Hawley, Manager of Community Development (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC) and Kelly Watkins, Treasurer

Call to Order The Mayor called the meeting to order at 9:02 a.m.

Mazinaw Property Owners Association re: Letter to Mississippi Valley Conservation Authority – Increased Phosphorus Levels in Mazinaw Lake

Resolution #: 339-22 Moved By: Seconded By: Councillor Good Councillor Hermer Be It Resolved That Council receives for information an email dated August 15 2022 from the Mazinaw Property Owners Association (MPOA) regarding unfavourable phosphorous results in the lower part of Mazinaw Lake for past 6 years (4 sampling periods); And That Council receives an email from Kelly Stiles dated August 16, 2022 receiving the email from the MPOA and advising she will review the data provided and respond to the MPOA in September; And That Council requests MVCA provide an update to the Clerk once they have reviewed the data and this information be provided to Council at that time; And That Council requests MVCA explain how data is collected and analyzed; and explain the fluctuations. Township of North Frontenac Regular Council Agenda Minutes September 2, 2022 Resolution #: 340-22 Moved By: Seconded By: Councillor Good Councillor Hermer Be It Resolved That Council receives for information the email dated July 29, 2022 from Oliver Lendhardt, Resident regarding concerns about parking at the public access on Mackie Lake and improvements to the access off Schooner Lake Road; And That Council receives for information the email dated July 29, 2022 from Christine MacTavish, Resident regarding concerns about parking at the public access on Mackie Lake; And That Resolution #55-21, instructed the Public Works Manager (PWM) and Manager of Community Development (MCD) to prepare a long-term plan to identify and address parking challenges; And That Council instructs the PWM and MCD to review the parking concerns at the Mackie Lake Public Access to be included in the long-term plan. Carried

B4. Land O’ Lakes Garden Club re: Donation of Screen for Barrie Community Hall

Resolution #: 341-22 Moved By: Seconded By: Councillor Good Councillor Hermer Be It Resolved That Council receives for information an email dated August 16, 2022 from Mary Kelly, Land O’ Lakes Garden Club regarding the donation of a projector screen to be installed in the Barrie Community Hall; And That Council accepts the donation of the projector screen and directs the Manager of Community Development to have the projector screen installed and send a thank you letter to the Land O’ Lakes Garden Club for the donation.

Carried

a. Treasurer - May 2022 Derecho Wind Event - Municipal Disaster Recovery Assistance Claim

Township of North Frontenac Regular Council Agenda Minutes September 2, 2022 Be It Resolved That Council receives for information the Treasurer’s Administrative Report entitled “May 2022 Derecho Wind Event – Municipal Disaster Recovery Assistance Claim”; And That the Township of North Frontenac experienced a sudden, unexpected and extraordinary wind event on May 21, 2022 and has experienced incremental operating and capital costs. The Council of the Township of North Frontenac hereby requests the Minister of Municipal Affairs and Housing to activate the Municipal Disaster Recovery Assistance (MDRA) program; And That Council authorizes the CAO to sign the MDRA Grant Agreement on behalf of the Township; And That Council authorizes staff to continue with the cleanup efforts; And That Council authorizes the Treasurer to transfer the amounts not covered by MDRA funding from the Contingency Reserve Fund. Carried

b. Treasurer: Insurance Claim for T14-1 2014 International Tandem Lost in Fire

Resolution #: 344-22 Moved By: Seconded By: Councillor Good Councillor Hermer Be It Resolved That Council receives for information the Treasurer’s Administrative Report entitled “Insurance Claim for T14-1 2014 International Tandem lost in fire”; And That Council approves the purchase (single source) of the 2023 Mack Tandem to be delivered by December 31, 2022 to have for the 2022/2023 winter plow season; And That Council authorizes the Treasurer to transfer the additional funds over the Insurance settlement estimated at $105,000 from the Roads Sustainability TCA Reserve Fund as the vehicle was scheduled for replacement in 2023 and to transfer the over budget repair amount at an estimated $13,383. Carried

c. Manager of Community Development - Potential Barrie (Cloyne) Hall Committee

And That Council approves the proposed Barrie (Cloyne) Hall Committee and that the MCD will provide names and contact information to the Treasurer once members of the Committee have been decided for liability purposes.

d. Clerk/Planning Manager: Request for Licence Agreement for Use of a Municipal Road Allowance

Township of North Frontenac Regular Council Agenda Minutes September 2, 2022 Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Request for Licence Agreement for Use of a Municipal Road Allowance – White”; And That Council instructs the Clerk to advise the Applicant, Council approves in principle of their request to open a 14 foot wide road on the Lot Road Allowance between Lots 30 and 31, Concessions 10 and 11, geographic Township of Clarendon, provided they survey the Road Allowances and obtain any permits from Mississippi Valley Conservation Authority; and provide a Certificate of Insurance; And That the Applicant apply for an Entrance Permit and 911 sign with the Public Works Department; And That once this information is provided to the Clerk, Council authorizes the Mayor and Clerk to sign the Licence Agreement, including the terms and conditions listed in the sample Agreement provided with this Report. Carried

e. Clerk/Planning Manager: One Shore Road Allowance Application for Approval in Principle - Fraser

Resolution #: 347-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “One Shore Road Allowance Application for Approval in Principle – Fraser”; And That Council approves in principle the Application(s) to close, stop up and sell the Shore Road Allowance(s) as describes below: • Part of the Shore Road Allowance lying adjacent to Lot 5, Plan 1037, geographic Township of Barrie (Mazinaw Lake). Carried

f. Clerk/Planning Manager: Joint Compliance Audit Committee with Frontenac Islands, South Frontenac, Central Frontenac and Limestone District School Board – Draft By-law to Appoint 2022-2026 Joint Compliance Audit Committee Members

Resolution #: 348-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Joint Compliance Audit Committee with Frontenac Islands, South Frontenac, Central Frontenac and Limestone District School Board – Appointing By-law including Draft Terms of Reference for 2022-2026 Joint Compliance Audit Committee Members”; And That Council will consider a By-law later in the Meeting to appoint the Members of the 2022-2026 Joint Compliance Audit Committee; And That if an Application is received, Council instructs the Treasurer to transfer the required funds from the Council Election Reserve Fund to cover the applicable costs. Carried

h. Public Works Manager: Shiner Road Bridge (B19) - Removal of Load Posting

Resolution #: 350-22 Moved By: Seconded By: Councillor Inglis Councillor Hermer Be It Resolved That Council receives for informationthe Public Works Manager’s Administrative Report entitled “Shiner Road Bridge (B19) – Removal of Load Posting”; And ThatCouncil willconsider a By-law to remove the current load posting and repeal By-law #29-18 later in the Meeting. Carried

i. Public Works Manager: Rosie Lane – Assumption of Four Season Maintenance

Resolution #: 351-22 Moved By: Seconded By: Councillor Inglis Councillor Hermer Be It Resolved ThatCouncil receives for information the Public Works Manager’s (PWM) Administrative Report entitled “Rosie Lane – Assumption of Four Season Maintenance”; And That upon approval of four season maintenance on Rosie Lane, Council approves negotiating the additional winter maintenance services with the current contractor for Norcan Lake Lane; And That the additional cost of winter maintenance will be included in the Winter Control Budget; And ThatCouncil willconsider a By-law to Assume Rosie Lane later in the Meeting. j. Mayor Higgins: Short Term Rentals Bylaw
