Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held September 23, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

a. Clerk/Planning Manager and Chief Building Official: Shipping Container - Draft By-law

Be It Resolved That Council receives for information the Clerk/Planning Manager and
Chief Building Official’s Administrative Report entitled “Shipping Container – Draft By-
law”;
And That Council receives for information the draft By-law to Licence, Regulate and
Govern Shipping Containers and instructs the Clerk to make the following amendments
to the draft By-law:
• By-law to apply to Hamlet and Waterfront properties only;
• Not applicable to properties with building permits until 30-60 days after final
inspection;
• Other contractors placement until end of project;
• Not applicable to Commercial use within the Hamlet and Waterfront Zones; and
• Provide the By-law to Council at the next Council Meeting for Council’s
consideration;

Township of North Frontenac Regular Council Agenda Minutes September 23, 2022 And That Council approves in principle the following proposed fees, subject to a Public Meeting to amend the Fees and Charges By-law to include: • Licence a Shipping Container 15 square metres or less - Nil • Licence a Shipping Container exceeding 15 square metres - $150 • Administration Fee for Shipping Container placed without a Licence $300; And That Council instructs the Clerk to schedule a Public Meeting to consider amendments to the Fees and Charges By-law for Shipping Containers. b. Clerk/Planning Manager: Shore Road Allowance Closure and Sale By- law - Bonin

Be It Resolved That Council receives for information the Clerk/Planning Manager’s
Administrative Report entitled “Shore Road Allowance Closure and Sale By-law –
Bonin”;
And That, as required by By-law #22-15,
• All That Part of the Shore Road Allowance adjacent to Lot 19, Concession 6,
geographic Township of Barrie, being Part 2 on Registered Plan 13R-7449
(Kashwakamak Lake);
be declared as surplus and sold to the adjoining owners. Appraisals of these properties
are not necessary as this is a Shore Road Allowance;
And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell
a Portion of the Shore Road Allowance.

c. Clerk/Planning Manager - Amendments to By-law #39-20 To Regulate Animals in the Township of North Frontenac to include Nuisance Charges for Animals Running at Large
Resolution #: 375-22 Moved By: Seconded By: Councillor Hermer Councillor Inglis Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Amendments to By-law #39-20 To Regulate Animals in the Township of North Frontenac to include Nuisance Charges for Animals Running at Large”; And That Council will consider a By-law later in the meeting To Regulate Animals in the Township and Repeal By-law #39-20; And That Council approves in principle the following proposed fees, subject to a Public Meeting to amend the Fees and Charges By-law to include: • Township Equipment and Vehicles - In accordance with Ministry of Transportation Rates • Township Employees - $35.00 per hour And That Council instructs the Clerk to schedule a Public Meeting to consider amendments to the Fees and Charges By-law for Public Works equipment, vehicles and employees. d. Clerk/Planning Manager - To Assume a Portion of River Road and Struthadam Road as a Highway
Resolution #: 376-22 Moved By: Seconded By: Councillor Inglis Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “To Assume a Portion of River Road and Struthadam Road as a Highway”; And That Council accepts the transfer of the portion of River Road shown as Part 3 on the preliminary survey and the portion of Struthadam Road shown as Part 2 on the preliminary survey located in Lot 22, Concession 2, geographic Township of Palmerston; And That Council approves paying the legal fees for the preparation of the Transfer, registering the Transfer and By-law and Law Society Fees, and miscellaneous disbursement at an estimated cost of $1,000. All legal work completed by the Township’s Solicitor for Sherriff Certificates, Mortgage Discharges, Appraisals, and any unforeseen title issues shall be covered by the property owner; And That Council instructs the Treasurer to transfer the Township’s legal costs associated with the property transfer, including preparation of the Transfer, title search and registering the By-law from the Contingency Reserve Fund; And That Council authorizes the Mayor and Clerk to sign the Transfer for this portion of the Road Allowance and Council will consider a By-law at a future meeting to assume these portion of River Road and Struthadam Road. e. Director of Emergency Services/Fire Chief: Delivery of Tanker 531

f. Director of Emergency Services/Fire Chief: Fire Prevention Week October 9-15, 2022
Resolution #: 378-22 Moved By: Seconded By: Councillor Inglis Councillor Hermer Be It Resolved That Council receives for information the Director of Emergency Services, Fire Chief (DESFC)’s Administrative Report entitled “Fire Prevention Week – October 9 – 15, 2022”; And That the North Frontenac Fire Department (NFFD) is joining forces with the Not for Profit National Fire Protection Association to remind and educate local residents about the importance of “Fire won’t wait. Plan your escape.” And That Council declares October 9 - 15, 2022 as Fire Prevention Week; And That Council approves of the NFFD’s planned events, and demonstrations; And That Council instructs the Director of Emergency Services/Fire Chief to place a copy of the Mayoral Declaration and an advertisement outlining the events associated Page 4 of 7

g. Chief Administrative Officer: Follow-Up Regarding the Accelerated High-Speed Internet Program

Be It Resolved That Council receives for information the Chief Administrative Officer’s
Administrative Report entitled “Follow-Up Regarding the Accelerated High-Speed
Internet Program (AHSIP)”;
And That to ensure we can meet the legislated deadlines, Council will consider
amending By-law #20-22, Being a By-law to Authorize the Public Works Manager to
approve requests from Utilities, including Internet Service Providers (ISP’s) later in the
Meeting.
