Call to Order The Mayor called the meeting to order at 5:00 p.m. 2. Approval of Agenda a. September 7, 2023 Resolution #: 368-23 Moved By: Seconded By: Councillor Go Councillor Re Be It Resolved That Council approves the Agenda dated September 7, 2023, as amended. Carried 3. Disclosure of Pecuniary Interest and Genera None declared. 4. Business Profile a. Profiles of: Red Dragon Studio The Shamrock Cafe Resolution #: 369-23 Moved By: Seconded By: Councillor Go Councillor Re Be It Resolved That Council receives for information the Business Profiles provided by Councillor Roy Huetl and Paul Thiel, Members, Economic Development Task Force for the Red Dragon Studio and The Shamrock Cafe. Carried 5. Presentations None. 6. Delegations a. Tammy Watson, Canadian Handywoman Resolution #: 370-23 Moved By: Seconded By: Councillor Go Councillor Re Be It Resolved That Council receives for information the presentation from Tammy Watson, Canadian Handywoman; and thanks her for her time spent today. Carried 7. Adoption of Minutes a. Minutes of Meeting(s) Resolution #: 371-23 Moved By: Seconded By: Councillor Re Councillor Go Be It Resolved That Council adopts the Minutes as circulated, of: a. A Public Meeting of Council regarding Amendments to the Fees and Charges By- law dated August 17, 2023; and b. A Regular Meeting of Council dated August 17, 2023. Carried 8. Business Arising Out of Minutes a. Resolution #356-23: Amendment to Road Resolution #: 372-23 Moved By: Seconded By: Councillor Go Councillor Re Whereas at their meeting on August 17, 2023 Council passed By-law #49-23 Road Naming By- law – Lecswick Lane; Therefore Be It Resolved That Council receives an email dated August 21, 2023 from the Public Works Administrative Assistant, advising the spelling of the new lane name was incorrect; And That Council will consider a By-law later in the meeting to pass a Road Naming By-law for Leszczuk Lane; and repeal By-law #49-23. Resolution #272-23 - Dedication for the lat Resolution #: 373-23 Moved By: Seconded By: Councillor Go Councillor Re Whereas at their meeting on June 9, 2023 Council passed Resolution #272-23 receiving for information the Manager of Community Development’s Administrative Report entitled “Dedication for the late Gerry Martin” and instructed the MCD to purchase and install a memorial at the Cenotaph; Therefore Be It Resolved That Council receives for information photos of the memorial. Resolution #310-23: Palmerston Highland Assume Maintenance of Roads and Bridg Resolution #: 374-23 Moved By: Seconded By: Councillor Re Councillor Go Whereas Council passed Resolution #310-23 on July 20, 2023 instructing the Public Works Manager to review the request, including obtaining a legal opinion and a report back to Council with estimated costs for maintenance; Therefore Be it Resolved That Council receives for Information the Palmerston Highlands Owners Association Petition to take over the maintenance of the roads in Palmerston Highlands Subdivision and the bridge over the Mississippi River providing access to the subdivision; And That as directed the Public Works Manager has begun the process of obtaining information; and once the information is gathered, the PWM will report back to Council in the near future for consideration. Communications ‘B’ Section - Action Item c. Algonquins of Ontario re: June 2023 News Resolution #: 376-23 Moved By: Seconded By: Councillor He Councillor Fo Be It Resolved That Council receives for information the June 2023 Algonquins of Ontario (AOO) Newsletter; And That Council requests the Mayor and CAO to contact the AOO to request a meeting to discuss the current relationship between the AOO and North Frontenac; and future opportunities. Mississippi Valley Conservation Authority Frontenac Appointee to Kashwakamak La Assessment Committee Resolution #: 377-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved That Council receives for information an email dated August 30, 2023 from Mississippi Valley Conservation Authority, providing the Terms of Reference for a Community Liaison Committee being established for the Kashwakamak Lake Dam Replacement Environmental Assessment; and requesting the Township appoint a member of Council or staff to sit on the Committee; And That Council appoints Mayor Lichty as a representative of North Frontenac on the Committee. Carried 10. Council, CAO, and Managers’ Administrative Reports Requiring Action a. Clerk/Planning Manager: Proposal to Stre Approval Process by Using Delegated Aut Consents Resolution #: 378-23 Moved By: Seconded By: Councillor He Councillor Fo Be It Resolved That Council receives for information the Clerk/ Planning Manager’s Administrative Report entitled “Proposal to Streamline the Planning Approval Process for Undisputed Consents; And That Council instructs the Clerk to prepare a By-law to Delegate Approval to the Clerk/ Planning Manager for Undisputed Consents for Council’s consideration at an upcoming meeting; And That Council instructs the Clerk/Planning Manager to prepare a list of standard conditions for Council’s consideration; And That upon adoption of the By- law, Council instructs the Clerk/ Planning Manager to report back to Council within 12-18 months of implementation on the effectiveness of the delegated approval process. Carried Note: Dmitry Kurylovich, Community Planner, left the meeting at this time. f. Treasurer: Sutherland – Request for Pena Resolution #: 380-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved That Council receives for information the Treasurer’s Administrative Report entitled “Sutherland – Request for Penalty & Interest to be waived”; And That Council approves to waive the Penalty & Interest only due to the circumstances around the non-payment of taxes; And That Council instructs the Treasurer to advise the Sutherlands of the approval to have Penalty & Interest waived due to the circumstances. Clerk/Planning Manager: One (1) Shore Ro for Approval in Principle – Molloy Resolution #: 381-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved ThatCouncil receives for information the Clerk/ Planning Manager’s Administrative Report entitled “One (1) Shore Road Allowance Application for Approval in Principle – Molloy”; And That Council approves in principle the Application(s) to close, stop up and sell the Shore Road Allowance(s) as described below: Part of the Shore Road Allowance lying adjacent to Part Lot 25, Concession 8, geographic Township of Barrie (Marble Lake). Director of Emergency Services/Fire Chief Awareness Week November 1 – 7, 2023 Resolution #: 382-23 Moved By: Seconded By: Councillor He Councillor Fo Be It Resolved That Council receives the Director of Emergency Services/Fire Chief’s Administrative Report entitled “Carbon Monoxide Awareness Week, November 1 – 7, 2023” for information purposes; And That the North Frontenac Fire Department wishes to remind and educate local residents about the importance of having working carbon monoxide detectors in their home, if the home has a fuel burning appliance, a fireplace or an attached garage; And That Council instructs the Director of Emergency Services/ Fire Chief to place a copy of the Mayoral Declaration in the Frontenac News. Manager of Community Development: Ec Update Resolution #: 383-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved That Council receives for information the Manager of Community Development’s Administrative Report entitled “Economic Development Update”; And ThatCouncil authorizes the use of up to $3,000 from the 2023 Budget line 170-50266 Business Promotions allocated for Economic/Community Events, for the coordination of 2024 WinterFest. Manager of Community Development: 202 October 15-21 Resolution #: 384-23 Moved By: Seconded By: Councillor He Councillor Fo Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “2023 Local Government Week – October 15-21”; And That Council approves the Local Government Week initiatives including Mock Council Contest, Fire Chief for the Day, Social Media Campaign and Municipal Office, Public Works Facility and Fire Station Tour & Presentations/ Activities for local schools at the Municipal Office on Thursday October 17, 2023 if the local schools are interested. By-law(s) to be Considered: Resolution #: 388-23 Moved By: Seconded By: Deputy Mayo Councillor He Be It Resolved That leave be given the Mover to introduce the following By-law(s) that have been circulated to all members of Council: #57-23 - Amendment to Road Naming By-law – Add Leszczuk Lane (Repeal By- law #49-23); #58-23 - To Appoint an Integrity Commissioner (Tony Fleming); and Repeal By-law #52-18 Appointing an Integrity Commissioner (John Mascarin). And That these By-law(s) be read a first, second and third time and finally passed. Carried 16. Public Forum None. Note: The DESFC left the meeting at this time. 17. Closed Session a. Adopt Minutes of a Closed Meeting dated August 17, 2023; and b. To Consider Pending Acquisition or Disposition of Land, more specifically with respect to a Potential Land Exchange. Carried 18. Rise and Report (Overview of the Closed Ses Officer) The Mayor advised Council adopted the Closed Minutes dated August 17, 2023; and provided direction to the Public Works Manager regarding a potential land exchange. 19. Confirmatory By-law a. Confirming By-law #59-23 Resolution #: 390-23 Moved By: Seconded By: Councillor He Deputy Mayo Be It Resolved That By-law #59-23, being a By-law to confirm all actions and proceedings of Council for its Regular Meeting held September 7, 2023 be read a first, second, and third time and finally passed. Carried 20. Adjournment a.
