Call to Order and Purpose of Meeting The Mayor called the meeting to order at 1:11 p.m. He advised the purpose of the Special Meeting was for Council members to receive training provided by the Township’s Solicitor regarding the Strong Mayors Powers.
Traditional Land Acknowledgement
We begin this gathering by acknowledging and celebrating these traditional lands
as a gathering place of the first peoples and their ancestors who are entrusted to
care for Mother Earth since time immemorial. We do so respecting both the land
and the Indigenous People who continue to walk with us through this world.
Today, the Township of North Frontenac is committed to working with Indigenous
Peoples and all residents to pursue a united path of reconciliation.
Approval of Agenda
a) November 21, 2025 384-25 Moved by Councillor Wayne Good, Seconded by Councillor Roy Huetl
Be It Resolved That Council approves the Agenda for the Special Meeting of Council dated November 21, 2025, as circulated. Carried
Disclosure of Pecuniary Interest and General Nature Thereof None declared.

The Mayor invited questions and comments from the public attending the meeting in person and virtually. These Public Comments will not form part of the Council Minutes.
Closed Session
a) Closed Meeting of Council 385-25 Moved by Councillor Wayne Good, Seconded by Councillor Roy Huetl
Be It Resolved That Council retires to Closed Session at 1:13 p.m. for the purpose of educating or training the members as per Section 239 (3.1) of the Municipal Act, 2001, S.O. 2001 re: Strong Mayor Powers. Carried
Rise and Report (Overview of the Closed Session by the Chair)
The Mayor advised that during Closed Session Council received training regarding Strong Mayor’s Powers.
Confirmatory By-law
a) Confirming By-law #2025-56 386-25 Moved by Councillor Wayne Good, Seconded by Councillor Roy Huetl
Be It Resolved That By-law #2025-56 being a By-law to confirm all actions and
proceedings of Council for its Special Meeting held November 21, 2025, be read a first,
second, and third time and finally passed.

Be It Resolved That Council adjourns the Meeting at 2:13 p.m. until December 4, 2025 or at the call of the Chair. Carried
