Background • On September 19, 2023 South Frontenac Council adopted OPA Number 25 to permit, define, and regulate Additional Dwelling Units. • Frontenac County is the approval authority for Official Plan Amendments.

What is an Additional Dwelling Unit (ADU)? • Self contained dwelling units with their own kitchen, bathroom facilities, and sleeping areas within the principal dwelling or within a detached accessory structure located on the same lot as the principal dwelling (main house). • Accessory apartments, basement apartments, inlaw suites, etc.

Public Meeting on April 4, 2023 and Technical Consultation • 8 members of the public registered for the meeting, one spoke. • Technical Agencies: County of Frontenac • Cataraqui Region Conservation Authority • Quinte Conservation Authority • Rideau Valley Conservation Authority • Township of South Frontenac Public Works • Township of South Frontenac Building Services •

Main Issue – Servicing (Water and Sewage) • No municipal sewage treatment facilities in Township. • Municipal water service in Sydenham. • Majority of Township sits on Highly Vulnerable Aquifers (HVA). • Need to ensure that additional dwellings can be serviced with adequate amount of water and waste can be treated appropriately.

Servicing Policies for ADUs • Policies will require applicants to prove that additional dwelling units will not impact the quantity of water available in the surrounding area, and that the sewage disposal systems can adequately accommodate additional dwelling units. • Policies prepared by township staff with the assistance of a qualified hydrogeologist.

Planning Analysis • County planning staff are of the opinion that OPA Number 25 meets the requirements of the Planning Act, the Provincial Policy Statement, 2020, and the County of Frontenac Official Plan. • Addresses policy direction regarding:
Diversity/mix of housing needs Long term economic prosperity of communities Servicing Public health concerns.

Staff Recommendation • Recommend to County Council to approve Bylaw Number 2023-73 that adopts Official Plan Amendment Number 25.
