Delegations

a)

Ron Sleeth, Federation of Agriculture, re: Road Widths for Agricultural Machinery Gary Gordon, President of the Federation of Agriculture addressed Council. He requested that Council consider the width of the road during reconstruction. Farm equipment has continued to get larger and with deeper ditching on the sides, there is less room for a farm vehicle and a motorist to pass. He identified that this was a concern across the Province. Mayor Davison explained that better drainage is the secret to longer lasting roads, as a result the ditches are not as shallow and cannot be driven in, we have also stopped building shoulders in an effort to achieve longer distances with the construction budget. Prior to the 2014 construction tenders alternate pricing will be obtained for consideration. Mayor Davison thanked Mr.Gordon for bringing the issue to the attention of Council.

b)

David Plumpton, re: Little Long Lake Road Mr. Plumpton spoke to Council on behalf of the residents of Little Long Lake Road, many of whom were in attendance. The issue is that from the Charlie Green end the snow plow comes in about 75 m and then turns around. They are seeking that staff be directed to continue plowing an additional 675 m to address snow in front of 7 year round residences. Currently there is no service. Council directed the issue back to the Public Services Committee to review in light of other roads with similar circumstances. Mr. Plumpton was thanked for his presentation.

a)

Louise Fragnito, Treasurer, re: Water Rates Open House Summary Council direction was to bring this item forward for approval.

b)

Mark Segsworth, Public Works Manager, re: Joint Radio Study (Power Point presentation) Mark Segsworth reviewed an abbreviated power point presentation, that highlighted the limitations of the current radio system both within South

Committee of the Whole March 11, 2014 Frontenac and across Frontenac County. Currently there is no redundancy and the system is susceptible to power interruptions. With the changes to frequencies being implemented by the CRTC and the age of our infrastructure, the system will be forced into obsolescence. The public works managers and fire chiefs will continue to articulate the concerns and alternatives. c)

Wayne Orr, Chief Administrative Officer, re: New Council Orientation Council provided the following input:  given the volume of planning issues a primer on planning would be helpful  a clear listing of Council’s risks, responsibilities and liabilities  an electronic binder and contact information for departments and staff  an effort to provide more education on topics before they come forward as issues  how South Frontenac works and fits within the County and City framework  informal mentors  sessions spread over more than one night/meeting

Mark Segsworth, Public Works Manager, re: Frontenac Public Works Managers Council was briefed on the joint efforts of the public works managers including work on the Frontenac Corridor and in solid waste.

b)

Mark Segsworth, Public Works Manager, re: 2013 - 14 Winter Season Council was briefed on the efforts of the snow contractors and the cost of winter maintenance to date

c)

Wayne Orr, Chief Administrative Officer, re: Health Kids Community Challenge Council was briefed on a joint funding application that is being put forward to support healthy kids in our community.

d)

Rick Chesebrough, Fire Chief, re: Revised Stats Corrections to the number of false alarm responses were brought to Council’s attention.

a)

RVCA 2014 Budget passed. Chair and Vice Chair re-elected. Planning for spring melt and potential flooding underway.

Portland Heritage The group is preparing to come to Council through Portland Rec. and SFRC to ask for support in opening a museum for Frontenac’s 150th anniversary.

Information Items

a)

AMO request - Municipal Liability Reform Deputy Mayor Vandewal served notice of motion to support AMO’s recommendation.

b)

AMO update - Provincial Oversight Deputy Mayor Vandewal served notice of motion to write to the Premier objecting to this change.

c)

Frontenac County - 150th Anniversary Plan - Role of South Frontenac

New Business

a)

Role for Public Services Committee It was clarified that the two items from this meeting’s delegations are to be referred to the Public Services Committee.

b)

County 150th Celebrations Mayor Davison speculated that political appointees would be willing to stay on past the elections, should they not be returning, to provide continuity in planning.

c)

Road Conditions The impact of the winters deep freeze is beginning to be felt on our roads. We expect that there will be significant damage in terms of pot holes and other surface breakdowns.
