Delegations

a)

Sommer Casgrain-Robertson, General Manager, RVCA, re: 2016 Accomplishments Sommer Casgrain-Robertson provided an update on the accomplishments of the Rideau Valley Conservation Authority in 2016. The annual report and supplementary specific to South Frontenac was previously circulated to Council. She noted various programs and highlights including the watershed monitoring and reporting, protecting people and property from natural hazards, sustainable development watershed restoration and enhancement and conservation lands and education. Looking ahead in 2017, the RVCA Strategic Plan will include developing and sharing watershed knowledge that advances decision making and leads to on-the-ground action, protecting, restoring and enhancing watershed health and increasing watershed awareness and appreciation. Mayor Vandewal thanked her for the presentation.

Heidi Conarroe, re: Building Permit Relief Ms. Conarroe was not in attendance.

c)

Philippe Archambault, re: Traffic Calming Request - Silverwood Drive Mr. Archambault voiced his concerns about the traffic coming and going to the lake and travelling fast through a residential neighbourhood while children are riding their bikes. He referred to the petition presented to Council last year for a speed bump and assumed that since it was installed last year and had made a difference, that a speed bump would be reinstalled this year. Mr. Archambault noted that the township owned speed bumps are rotated around the municipality and noted that members of the community are willing to do fundraising for additional speed bumps. He asked that Council reconsider the speed limit on Silverwood Drive as well.

Jevon Austin, re; Traffic Calming Request - Silverwood Drive Mr. Austin noted that his concerns are the same as Mr. Archambault and suggested other traffic calming measures such as signage - “Children at Play” or “Community Safe Zone”. He noted that Silverwood Drive is narrow and has

Committee of the Whole June 13, 2017 no shoulders. He also suggested extra police surveillance. Councillor Sutherland asked about the noise resulting from the speed bump being utilized and Mr. Austin stated that generally there wasn’t any. Councillor McDougall asked if traffic counts had been done before or after the speed bump was installed last year. He felt the township should reconsider this request given that the residents are willing to fundraise to cover expenses. Mayor Vandewal noted that reducing the speed limit doesn’t work, but agreed that the matter of the speed bump would be reconsidered. e)

Chris Wilcock, re: Traffic Calming Request - Silverwood Drive Chris Wilcock has been a resident of the area for almost a year and recognizes the tendencies of drivers and that children should be encouraged to stay on their own property. He stated that he has three small kids and felt the speed bump made a big difference . Councillor Sutherland felt it was extremely generous for the residents to offer fundraising however since South Frontenac has allowed linear residential development he feels the township should be paying for additional speed bumps and that photo radar doesn’t always work.

Kent Labbett, re: Traffic Calming Opposition - Silverwood Drive Mr. Labbett was not in favour of the speed bump, he agreed that no one wants an accident however he has talked to residents along the water that are being accused of speeding on Silverwood Drive. He submitted a petition with 46 signatures indicating they are not in favour of the speed bump. He felt the speed bumps are as hard on vehicles as a pot hole which residents blame the township for if damage is done. He felt that cautionary signs would be more effective and that the “offenders” should be dealt with directly. Councillor Sleeth felt the township should be requesting the OPP to provide surveillance. He noted that he has travelled this road recently four times and found children playing in the middle of the road and suggested parents should be monitoring this. Mr. Labbett felt there are three issues, children on the road, people not obeying traffic laws and residents allowing their pets to wander onto the road. School bus drivers endure long waits for children to get safely onto buses as well. Mayor Vandewal noted that speed bumps shouldn’t slow vehicles down below the posted speed limit. Council agreed to have this matter reconsidered at Public Services.

Reports Requiring Action

a)

Mark Segsworth, Public Works Manager, re: Process for Assumption of NonSubdivision Roads Council was generally receptive of the process, however there were concerns expressed about “More than 50% of abutting property owners must be in favour of assumption by the Township”. This should be clarified to read “benefiting” property owners or similar wording.

Committee of the Whole June 13, 2017 Staff were directed to refine the process and bring back to Council. Councillor Sutherland thought that 50% is not enough people in favour to go forward. Mayor Vandewal replied that 50% is pretty good for any request of this type and added that perhaps these roads should be condominiumized. b)

Forbes Symon, Manager of Development Services, re: Encroachment Agreement-Holiday Manor, Battersea Forbes Symon noted that they have looked extensively at road surveys and are unable to locate the steel pegs that indicate the lot line. This concern can be addressed prior to any capital improvements. Council was supportive of bringing this forward for approval on June 20, 2017.

c)

Forbes Symon, Manager of Development Services, re: Request for Licence Agreement for Access to West Part of Lot 13, Concession 9, Bedford District Doug Amey Council was supportive of maintaining the direction they gave in September 2012 and that permission will not be granted to cut trees on the municipal unopened road allowance and that they do not support improving the unopened road allowance.

Forbes Symon, Manager of Development Services, re: Outdoor Solid Fuel Burning Appliance By-law Council had concerns about clauses 6 and 8 in the draft by-law. Specifically should there be a provision in clause 6 to request extensions to the chimney and in clause 8 are we “sterilizing” the property if they are not allowed to replace an old furnace with a new one. Lindsay Mills had received an email from Councillor Barbeau who was unable to attend the meeting but had some concerns. Mr. Mills read the email to the Committee. Councillor Barbeau suggested that the township talk to an expert on wood heating to address some of the concerns and Councillor Barr noted that she agreed with this idea. Forbes Symon cautioned Council on going above and beyond the Building Code and the unit requirements. There needs to be very solid reasons to require more than those guidelines. Councillor Schjerning was concerned with #8 and #10 and asked about hot water heating in the summer months. Councillor Sutherland questioned the general clauses about nuisances and adverse effects. He felt that adverse effects should be included in the by-law. Mr. Symon clarified that adverse effects are different that nuisance in case laws. He noted that the wording comes directly from case law and gives more strength however he agreed to look at the wording again. The general consensus of Council was to defer the report back to Development Services for clarification.

Forbes Symon, Manager of Development Services, re: Cranberry Cove

Committee of the Whole June 13, 2017 Condominium Agreement & Release of Municipal Conditions Council commended staff for the clarity of the report. Forbes Symon indicated that changes have already been made since the report was submitted for the agenda. It is anticipated that this will come back for Council approval on June 20 and no later that the July 11 Council meeting. 6.

Cataraqui Region Conservation Authority Councillor Revill noted that the Conservation Authority Act has been under review for sometime and the draft form is now available for review.

Quinte Region Conservation Authority Deputy Mayor Roberts reported that high water levels continue to be a challenge in the Bay of Quinte and Lake Ontario. The next meeting is Thursday, June 22, 2017.

c)

Rideau Valley Conservation Authority Councillor Barr indicated that flooding continues to be a problem and reminded Council of the watershed tour.
