a)
Kevin Riley, Utilities Kingston, re: 2013 Annual Report -Sydenham Water Treatment Plant Kevin Riley of Utilities Kingston, reviewed the annual report. He noted there is nothing out of the ordinary. There had been one adverse water quality result but this was a result of a bad sample. Another sample was taken and tested and was fine. The Ministry of the Environment has no problems with the operation of the system. Hydrant maintenance will be scheduled in 2014. Kevin confirmed that if more people hooked up this would result in the plant operating in a smoother cycle rather than in batches.
b)
Philippe Archambault, nomination contestant for the Federal Liberal Party Lanark-Frontenac Riding Mr. Archambault was unable to attend due to illness. He will be rescheduled.

a)
Report from Louise Fragnito, Treasurer, re: Cemetery Operations - 2013 Year End Summary 2013 was the first year end following the switch to new cemetery contracted services. Expenses were partially under the old system. Revenues are significantly below the three year average for sales. Interments were up over the three year average. New services providers are providing excellent services.
b)
Report from Louise Fragnito, Treasurer, re: Winter Control Reserve 2008-2013 Reserve balances from 2008 through 2013 were highlighted. Given the nature of the winter 2014 results will show a draw on reserves. In accordance with our budgeting process the 2015 budget will increase as a result of the increasing cost of the 5 year rolling average cost of winter maintenance.

County Council

The County is working its way through the strategic planning process. Council will be invited to provide feedback on April 15. The 150th anniversary celebrations are being planned with the highlight being the Weekend of August 21, 22 and 23, 2015 in Harrowsmith. The K&P trail will be extended to White Lake by July. Work continues on the County’s Asset Management Plan Renovations on the Fairmount Auditorium are well underway The new ambulance base is almost complete.
Unsettled issues are expected to be resolved shortly. This will allow the budget to move forward.
Police Services Board
Interviews are scheduled for April 9th The Township has just received notice of the 2013 year end adjustment of nearly $63,000 Work continues with the AMO working group on recommendations for a new funding model.

Fred C. Bresee, re: Naming of Roads in Bedford District While Councillor Barr has had some complaints, Council provided no direction to proceed in addressing Mr. Bresee’s concerns.

Municipally of North Grenville - Media Release - Prevent the Closure of Kemptville Campus as announced by the University of Guelph

New Business
a)
Councillor McDougall asked for a report outlining the process that will be followed for the Hartington Subdivision. There is concern that Councillors are not as informed as the public.
b)
Councillor McDougall commented that he had attended a Green Energy Conference with the County on passive house building.
c)
Deputy Mayor Vandewal informed Council that the Arena Manager is now qualified to take water samples after taking the Water Safety Course.
d)
Mayor Davison spoke to the issue of the cell tower adjacent to South Frontenac in Kingston. He asked for a report on how the process of notification works and what can be done.
