BACKGROUND • Resolution passed by County of Frontenac Councils in October 2016. • In-Field Communications Committee established in November 2016. • Jim Phillips, North Frontenac’s Public Work Manager assigned as Committee Chair. • Terry Gervais, Gervais Consulting hired to assist with Committee. • Committee met on January 17th, February 14th, and March 8th. • Sub Committee’s met on January 31st and February 21st. • Meeting Minutes were taken and approved by the Committee after each meeting. • Interim Report sent to Committee Sponsor, CAO Cheryl Robson on February 15th, 2017. • Final Report sent to Committee Sponsor, CAO Cheryl Robson on March 14th.

COUNCIL RESOLUTION The Committee broke the Council’s resolution down into three projects and assigned Sub-Committees to each project. Each Sub-Committee was assisted by the Facilitator.

RESOLUTION PART 1 – REPORTING SYSTEM
“Implement an in-field communications and dispatch tracking incident tracking and reporting system that is geo-referenced. At a minimum, the tracking system will collect information regarding communications gaps, equipment failure/malfunction and dispatch issues.”

RESOLUTION PART 1 – REPORTING SYSTEM • Working with Charlene Godfrey (County GIS) maps were printed of all 4 municipalities in the County. • Maps were then distributed to the Fire Chief’s and Public Works Managers to review for problem areas and returned to Charlene Godfrey for plotting. Once this was completed, Charlene reviewed each map with the Fire Chiefs and Public Works Managers for accuracy. • Final Mapping included problem areas based on feedback and the current tower sites. • A reporting process has been designed, in conjunction with the County GIS, that includes a process for the Fire Chiefs or Public Work Managers to submit a form by email or fax to Charlene Godfrey. This form will be kept for future needs and the areas will be plotted on a map. • The reporting process began March 1st and will continue until the end of December 2017 when it will be reviewed.

RESOLUTION PART 2 – PROTOCOL • The In-Field Communications Protocol was developed based on the City of Kingston, the County of Lanark and the City of Ottawa protocols. The protocol was reviewed by the In-Field Communications Committee and signed off by the Fire Chief’s. • Training will be completed by all departments by the end of April 2017. • No formal protocol is required for the Public Works or other Municipal departments.

“With the guidance of the Glen Tel Radio Communications Study, (Feb 2014) prepare an internal priority list of necessary equipment requirements for the current in-field communications system including estimated cost and timelines for replacement.”

RESOLUTION PART 3 – CURRENT SYSTEM The Committee looked at the following components of the current radio system. • Tower Infrastructure • User Gear • Costing • Timing • Additional Options

TOWER INFRASTRUCTURE • Both the Glen Tel and Sonoptic reports, state that one of the major issues with the current radio system is the Tower infrastructure. • The Committees recommendation, based on the reports, would be to upgrade the tower infrastructure to a simulcast system which would included adding three more tower sites. • Upgrading the tower sites will also improve grounding, site security and back-up power.

USER GEAR – STANDARDIZATION • User Gear not currently standardized across the Municipalities. The Committee feels that a standardized approach to User Gear would be beneficial for both the interoperability between work groups within the Municipalities as well as working with other Municipalities. • Standardizing User Gear creates opportunities for cost savings. • Depending on the standard specifications the purchasing of the User Gear could be limited to only where there is gaps. • All portable radios carried by the firefighters must have both paging and man-down capabilities for firefighter safety. • All pagers are re-programed or upgraded to have one paging frequency so that firefighters will get their pages anywhere, not only in the County of Frontenac but in the City of Kingston and surrounding Counties.

USER GEAR – PURCHASING • With the standardized approach (re. purchasing of User Gear), it could be staged and moved between different work groups and Municipalities. • The User Gear purchases would be capable of handling both an Analog and Digital system which would allow some cost saving if a Digital system was purchased in the future.

TIMING • While a more accurate schedule for implementation could be achieved by completing an Expression of Interest (EOI) and a Request for Proposal (RFP), based on discussions with vendors, it is believed that the system can be implemented within a one year’s time frame from approval.

NEXT STEPS Initiate a process that would include an Expression of Interest (EOI) and a Request for Proposal (RFP). The process should include the following: • Upgrading the existing Analog system and User Gear to a simulcast system with proper redundancies. • Costing of providing a new Digital system and User Gear to a new simulcast system with proper redundancies. • Costing of providing a new P25 Digital system and User Gear to a new simulcast system with proper redundancies. • Costing of a leasing option for the simulcast system infrastructure both Analog and Digital. • Explore possible partnerships with the neighboring Counties of Lennox and Addington, Leeds and Grenville or the City of Kingston.

Conboy Maple Syrup …You saw for yourself how successful your help was in promotion this event. We had many people (young families) from VeronaSydenham-Kingston who certainly didn’t know us until they saw it through your program… We would like to thank you again for all your help!
