Fire Services Long Service Medal - The Late Brian Young - Received by Linda Young Fire Chief, Rick Chesebrough described the tremendous commitment of the Late Brian Young to fire services and our community, and in particular, his passion for training. Captain Young joined the Fire Department in May 1987. Chief Chesebrough cited Captain Young’s level of commitment as extraordinary and said that he carried out his duties in a selHess and professional manner. Mayor Davison said he was honoured to present the Fire Services Long Service Medal honouring the Late Brian Young, to his wife, Linda Young.

THAT Council direct staff to submit an Action Plan to the MOE to mitigate environmental impacts at the Portland Waste Disposal Site that consists of the following:

  1. Water Level Management

  2. Permanent Capping of site in areas that have been filled to approved contours

  3. Improved Operational Plan that will be developed prior to end of 2012 And further

THAT the impact of this Action Plan be analyzed and monitored over the next 2-3 years to determine its effectiveness. Carried.

Mr. Mills responded that to provide clarity, he recommends adding the

words “and the subject land shall have frontage on that road.” to the end of the sentence.

  1. New Business

(a) Councillor Vandewal asked if the Public Services Committee would revisit

the speed limit on Round Lake Road. The speed limit has been reduced to 60 km. per hour on a portion of the road; however Councillor Vandewal had understood it would apply to the rest of the road.

(b) Councillor Robinson expressed his concerns once again regarding activity on Notre Dame Street with respect to culverts which were put in without a

permit. Mr. Segsworth said that the owner used to have unencumbered

access through the backyard, but sincethe Township undertook the ditching

project, the unencumbered access to his property was negatively affected: Mr. Segsworth said he is working with the owner to find a solution:

(c) Councillor Robinson asked about the new two car garage on Maple Lane.

Mr. Orr responded that the Committee of Adjustments reviewed this minor

variance application. It was rejected by the Quinte Conservation Authority.

A building permit was issued and then revoked. There has been an error m

the process. Legal advice has been sought and the property owner advised. (d)

Councillor Robinson addressed the dispute regarding the population of Harrowsmith. He advised that the population is over 600.

(e) Mayor Davison asked about the Days’ Grass Drag Races on Rutledgc Road

and whether they thought they could continue to host an unlimited number

of events. There is another drag race scheduled on October 21". Mayor Davison said that historically approval was given for a memorial race and it

was grandfathered, however since that time, there have been numerous events and related issues, i.e. camping, dog trials, etc. It is felt that the

owner is trying to stretch the envelope. Council agreed that the owner be put on notice and that By-law Enforcement will respond. (f)

Councillor Stowe asked about the tender process for the Municipal Drain.

(g)

Councillor Stowe is organizing a trip along our portion of the Cataraqui Trail for councillors. The tour will commence on October 26th at 1:00 pm. to 4:00 pm. Councillors will meet at 1294 Keeley Road at 1:00 p.m.

(h)

Councillor Robinson said that the handicapped parking spot in the parking lot at 4432 George Street is not visible in the winter due to being covered with snow. He has suggested that a sign be instaUed.
